Un étrange champ de force d’origine inconnue s’est dressé autour de Tokyo il y a dix ans. On l’appelle « la porte des enfers » (Hell’s gate). La semaine suivant cette apparition, la police découvre l’existence d’êtres surnaturels : les Contractors, êtres d’apparence humaine possédant des pouvoirs surhumains, et les Dolls, générés par un programme. Pour n’éveiller aucune panique de la part des habitants de Tokyo, une section, la « quatrième section des Affaires Étrangères », dont fait partie l’agent Kirihara Misaki, s’occupe d’effacer la mémoire de tout habitant entrant en contact avec un Contractor. Une scientifique du nom de Shinoda Chiaki ayant fait une thèse à propos de la porte se retrouve poursuivie par la police qui veut lui effacer la mémoire. Elle rencontre alors Li, un chinois qui vient d’emménager à Tokyo, qui la protège des Contractors et de la police. Cet homme semble lié à un homme mystérieux vouant une haine plus sombre que le noir aux Contractors.
